The thing that got me is why they never went that route in the first place, surely it wasn't that much more expensive..?

Ok, I'll try to explain with my limited electrotechnical knowledge 
For USB2.0 you will need another hub, which is a piece of hardware, a chip. You can imagine that you don't easily exchange that on the MPC's motherboard. If you could, you'd still have to update the OS to handle the new hub.
