The idea of designing and building a new 12 bit sampler from scratch is just not viable in todays 16/24 bit 44/48/96 Khz world. If I were to attempt this I would make a PCI soundcard or fx card that was 16 bit and write VST compatible plugs for it. That would be a reasonable solution and still make it competitive in todays market. I would do the 12 bit conversion at the software level but really make it sound 12 bit unlike the bit crusher plugs out there now.
