4.60 - velocity layers now included in global param edit

1 - enter global param edit
2 - while in the pad column, on A01 or any others, hit window

you'll see a very clear and concise velocity layer subscreen! very handy. it only effects the pad you're currently looking at - so it's not "global" - ie there is no "WHOLE" button to control "RANGE"

but it's still very nice. i like it. it's 1 step closer to having everything that old pgm mode had so that can get nixed..
