Technical questions for the MPC2000xl and the MPC2000

I've been wondering today for some time what's the purpose of this function in the mpc editor software.
In the manual it says only this:
Opening/Saving Effects files. You can transfer effects settings from one program to another by exporting the effects settings from your MPC programs to load in another program.

So I tried doing that. In mpc editor I tried opening program first, then saving it's effects setting under a logic name so I can find it easily. After that I opened a new program in mpc editor and clicked 'Effects'-'Open Effects Setting', marked the effects setting file I saved before from the previous program (the one with .2fx extension) and believed that it loaded effects setting I saved from the previous program. After doing that I exported this 'new' program, I mean with new effects setting but the same sounds as it had before, under a unique name to separated folder to make it clear when loading.

Well, but nothing happened. The effects settings were the same when I loaded this program into the mpc.

Can someone explain me what am I doing wrong?
I know that I can copy effects settings inside the machine between programs, but it just bothers me what's this function for if it doesn't work?

Yeah, that's what I was thinking, apart from other possibilities. Maybe someone is going to confirm.
