what is the function of midi program change
i never fully understood it

Midi program change allows for instance to change the sound program on external synths or effects.

On external synthesizers you can save your sound settings on program locations, for example

1 = CRAZY BASS
2 = WHINY CHOR
3 = NOISE INFERNO
...

and with the midi program change you can switch to one of the sounds. Limitation of Midi you can only switch between 0 and 127.
You have to insert the program change event in your sequence and send it out on one of the Midi interfaces on the channel your Midihardware is listening to.
So you can make sure that when you reload a song, all your studio switches to the right settings. If you dont have external hardware, it shouldnt bother you...

The mpc can use incoming progam changes to change sequences.

Id find it very useful if you could change MPC programs with these incoming messages though. This'd be very useful for me especially when the MIDI CC to qlink gets implemented.I think it'd be cool to have a choice
