cut means to play the record over the mpc....i.e. playing both at the same time.
I do it so i can sort of get a "feel" to the sound of a record/sample, to the beat i have going in my mpc..........I dont rely on cutting-in 100% as a determinant to whether i should sample something, because not all samples work without further editing i.e. detuning, timestretch, etc. but sometimes its nice to kind of test something real quick......Basically its the quickest way to preview a sample with a beat before you actually sample it.
and sometimes you can preview whether a record has the type of "sound" you are looking for a specific beat your working on....i.e. if i had made a bassline, with sample, but wanted to add some other element, i can see if it matches real quick.
depending on what turntable you have, you can directly connect it to the mpc, however, you wont be able to hear the turntable unless you are in "sample mode" on the mpc, you wont be able to play both at the same time. thats why you need a mixer of some sort. with a mixer youll have the main outs to your speakers, and the record outs to the mpc. and also the outs of the mpc to the speakers.
you can also cut in acapellas off hiphop records to hear what your beats sound like with lyrics.
