What is the pitch amount to convert snares, kicks, hi-hats? Also whats the best rate to sample at?

To convert a snare to a kick you need to pitch it down -76 to convert a kick to a hi-hat you need to pitch it up 240.
The best rate to sample at is 16 bit.

IMO The best sample rate to sample at is the highest possible. The higher the sample rate the better sounding your sample. A good sounding sample can be modified to sound more grimy if that is the sound you're after. A grimy sounding sample can't really be turned into a crystal clear sample.
