actually, you can chop samples in the playlist of fl studio. there are 2 sections of the playlist. the block section and the clips section. read the manual to find out more about them.
you can record directly into fl studio into the clips section as an audio clip, then zoom in and use the cut tool to chop. or you can use slicex, or edison to chop, i dont remember if there was any other plugins, but those 3 ways are way more than sufficient for chopping samples.
next you can either load the sample into a sampler channel and trigger it on the step sequencer, load it into a sampler channel and trigger it in the piano roll, load it into directwave and trigger it by a keyboard or piano roll, fruity granulizer and tweak it and trigger it in the piano roll, or fpc and trigger it in the piano roll.
you are more than capable of chopping, arranging, mixing and mastering inside fl studio. if you dont like the synths that they offer, go look for free vsti's on the intergoogle. there are tons of free softsynths, fx, samples, everything online everywhere.
learn the basics for free, then go put your hands on some mpc's at guitar center or where ever and play with it and decide wether or not you want to drop that kind of dough on a piece of gear. if you decide you want to go with this beat making thing, you will at least have a head start on some fundamentals, if not, you saved the hassel of trying to figure out an mpc and having to return it.
