If you make ALL the notes on ALL the tracks equally late, then yes, that is just a delay. Everything will still be quantised, just a bit later.
Sometimes the MPC handles the first step a little differently though, so maybe it does the same for notes that would fall outside the sequence if they were pushed too far late. In that case, the extremes of the sequence, the beginning or the end, might be a little different.
But yes, if you apply the same function to every single note, then you are not adding swing, you are just delaying everything. Example if I have a drum and snare both hit at the same time, and I make them both the same amount late, they will still hit at the same time, just later. If I only apply the late to one of them, now we're getting into funky drummer territory.
When you 'DO IT' and set a track to swing, it affects that track only, and every new track you make. What this means is, if you want to global swing a seq with tracks already in it, you have to apply the swing to each track.
However, if you set the swing, apply it, and then start making tracks, all the tracks you make will have that original swing set by default.
This can be helpful, but it can also drive you crazy if you forget you have it on. You might have set it to a really crazy swing, then change gears and start a totally new sequence, but the crazy swing is still on.
I think the same applies to the LATE/EARLY settings. It's basically working totally in conjunction with your quantisation setting.
