In recent times you might see the setup more because people literally want "The Kanye Setup". Although I believe it's a 2000 Classic he was using. Outside of that probably because the 2000/XL units were cheaper than the 3000 that preceded them. The 3000 and XL's were released after the ASR-10 was discontinued but I guess there were so many ASR's in circulation still in the mid to late 90's and early 2000's that the XL was most popular in. If the two units have been put together more recently in people's setups it's likely down to both machines being excellent and fairly cheap, seldom over $500 each.
Generally speaking no one likes the ASR sequencer. People love the sampling and sound as you alluded to, and the non destructive chopping/sample copying is legendary in it's dopeness, but sequencing on it falls short. So that's the number one reason you see MPC's MIDI'd to ASR on the regular.
