I think to support IDE ones it is, but not atapi ones. Some card readers (like the hot swappable ones) don't seem to require it.

My estimation was that it was a few things; the power source to operate the new drive as it needed a conversion cable to operate a different type of connector that a zip drive uses, or the terminator positions on the zip drive were incorrect.
