I use it whenever I need it, not as an effect or something.
It' like when you have a loop and want to take some stabs out of it but there's a hihat in the way you take this real short stab and put 200 pct timestretch on there it'll sound nicer, more natural than a very short chopped sound.
Or when you can't find a decent bass because the sample is in some strange key you just take 2 stabs, stretch them like 4 times and apply lowpass filter w lots of resonance (like freq 20/res 12) and you've got a nice sounding bass blending perfectly into the mix.
It takes a lot of searchin, re-trying and time but it's the small detail that makes the difference.
