Hi adrian! sorry to hear about your AKSYS frustrations.
Maybe the usb drivers have become corrupt. I've seen this before. Before you do this make sure you remember where you installed the USB drivers. If you dont, that's ok, just download version 2.00 (not 2.01; I believe this one is for WIN98SE). Extract the drivers into the "MY MUSIC" folder; Just easier to remember where they are.
While the MPC4000 is connected to the PC, go into the "Device Manager" , uninstall the "AKAI MPC4000 PRODUCTION CENTRE"
(which are the usb drivers for the MPC4000), unplug the MPC4000, restart the PC, plug the MPC4000 back into the PC, at the "Found New Hardware..."
Choose no, choose "Install from a list or specific location," choose "Search for best driver...,include
this location in the search, click browse and double click the "MY MUSIC" folder and it will automatically install the driver. If it shows a list of drivers pick the one labeled "akmpc4ku.inf" then it will ask for files needed then just pick the MY MUSIC folder again, and choose the file "akMPC4kU.sys" and that should do it. After this, install AKSYS.
